I think that the reason that it does not display this information is that if you have it rearrange programs for faster loading, it may deliberately fragment some of the files so that they load faster.
I think that it would be hard to get a fragmentation percentage that takes this into account.
The accuracy of the one in windows 95 was debatable since it only reported file fragmentation and did not take free space fragmentation into account.
